RELATING TO AGRICULTURE. Requires the Department of Agriculture to conduct a feasibility study on the establishment of ag-tech zones within the City and County of Honolulu. Appropriates funds for conducting the feasibility study.

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION. Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the Authority and relevant interagency invasive species projects. Effective 7/1/2018.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT. Extending through the 2028 tax year, the time that the Department of Agriculture may certify important agricultural lands qualified agricultural costs.

RELATING TO COFFEE BERRY BORER. Extending through the June 30, 2022, the exemption from chapter 76, Hawaii Revised Statutes, of the pesticide subsidy program manager position in order to provide assistance to local coffee farmers for pesticide costs incurred through the final year of the program.

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM. Establishes a farm to school grant pilot program within the Hawaii department of agriculture to provide grants to schools, early care and education centers, nonprofits, soil and water conservation districts, and food producers participating in the Hawaii farm to school program. Requires the Hawaii farm to school coordinator to submit a report to the legislature. Makes appropriations for continuance of the Hawaii farm to school program and coordinator position.

· Testifier's name with position/title and organization;

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
