RELATING TO AGRICULTURE. Establishes a grant program to be administered by the agribusiness development corporation to provide financial support for agriculture-related improvements to existing and emerging farms and agribusiness operations. Makes an appropriation.

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION. Restructures the Hawaii invasive species council as the Hawaii invasive species authority, to be administratively attached to the department of agriculture, to coordinate implementation of the Hawaii interagency biosecurity plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds for the authority and relevant interagency invasive species projects.

RELATING TO THE ENVIRONMENT. Authorizes the agribusiness development corporation to enter into contracts with private businesses to remove select municipal solid waste, glass, and food and green waste from the waste stream for use in other business sectors, including agriculture, construction, and energy production.

RELATING TO IRRIGATION. Authorizes the issuance of general obligation bonds and appropriates funds to finance capital improvements to the Waiahole Irrigation System.

RELATING TO AGRICULTURE. Authorizes the issuance of GO bonds for plans of a biological control containment facility on Oahu. Appropriates funds. Takes effect July 1, 2018.

RELATING TO IRRIGATION. Transfers operational authority over the portions of the east Kauai irrigation system operated and maintained by the east Kauai water users' cooperative as of July 1, 2018, to the department of agriculture upon adoption of rules. Establishes positions within the agricultural resource management division. Authorizes GO bonds. Makes an appropriation.

RELATED TO NEW FARMERS. Allows new farmers to receive income tax credits for purchasing or renting agricultural assets through December 31, 2023. Sets out eligibility requirements to qualify as a new farmer.

RELATING TO THE AGRIBUSINESS DEVELOPMENT CORPORATION. Appropriates funds to the agribusiness development corporation to identify factors that affect the quality of local papaya and to develop and establish protocols to enhance the marketability of the Hawaiian solo papaya.
