RELATING TO CESSPOOLS. Requires cesspools to be connected or upgraded within 180 days of the sale of the property on which the cesspool is located. Allows the Director of Health to issue exemptions. Takes effect on 12/31/2018.

RELATING TO VOLATILE ORGANIC COMPOUNDS. Requires the department of health to investigate the improper disposal of household and consumer products containing volatile organic compounds as a nuisance and requires the department to abate, destroy, remove, or prevent the nuisance. Requires the director of health to consider the improper disposal of household and consumer products containing volatile organic compounds when identifying categories of nonpoint sources that add significant pollution to certain state waters. Requires the department of health to develop and provide information to the public on the potential dangers of volatile organic compounds, proper disposal of household and consumer products containing volatile organic compounds, and alternative unscented household and consumer products.

RELATING TO HAZARDOUS WASTE. Requires retail automotive parts stores to accept used motor oil for recycling or disposal. Defines retail automotive parts store. Allows a retail automotive parts store to collect a fee for the actual cost of disposal or recycling.

RELATING TO PLASTIC STRAWS. Prohibits the distribution and selling of plastic straws. Establishes a fine and requires individual and business violators to pick up litter or perform community service.
