RELATING TO AGRICULTURE. Clarifies that the amount appropriated in Act 183, Session Laws of Hawaii 2017, shall be deposited into the food safety certification costs grant program special fund and that the same amount shall be appropriated out of the special fund for fiscal year 2018-2019.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT. Extends through 2028 tax year the time that the department of agriculture may certify important agricultural lands qualified agricultural cost tax credits.

RELATING TO BIOSECURITY. Establishes the biosecurity emergency response special fund within the Department of Agriculture. Establishes procedures for emergency declarations and expenditures. Appropriates moneys into the special fund.

RELATING TO COFFEE BERRY BORER. Extends the pesticide subsidy program manager position, including the civil service and collective bargaining exemptions for the position, through June 30, 2022, in order to provide assistance to local coffee farmers for coffee berry borer pesticide costs incurred through the final year of the program.

RELATING TO LOAN PROGRAMS. Sets a budget ceiling of $2,500,000 for the water infrastructure special fund. Appropriates funds for the agriculture loan revolving fund and water infrastructure special fund.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO KUNOA CATTLE COMPANY, LLC. Authorizes the issuance of special purpose revenue bonds to assist Kunoa Cattle Company, LLC, to fund the construction of a multi-species livestock farm, expansion of the slaughter and processing infrastructure, development of distribution assets and agritourism services, and expanding renewable energy assets.

RELATING TO AGRICULTURE. Authorizes the issuance of GO bonds and appropriates funds for the planning, designing, and constructing of a livestock feed mill.
