RELATING TO AGRICULTURE.

Establishes the agricultural land acquisition fund to provide funding for the acquisition, administration, maintenance, and management of agricultural lands and irrigation systems to improve food security.  Specifies sources of deposits into the fund.  Appropriates funds.

RELATING TO INVASIVE SPECIES.

Clarifies that state, county, and authorized agents' authority to enter private property to control and eradicate invasive species also applies when there is a reasonable suspicion that invasive species are present on that property.

      Status & Testimony

RELATING TO THE ENVIRONMENT.

Requires, for any proposed action involving construction for which an environmental impact statement has been accepted by an agency but for which construction has not commenced within five years of acceptance of the statement, the developer of the construction project to exercise due diligence with respect to any changes in the community where the project is planned and requires developers to hold community discussion and feedback sessions to discuss relevant and new concerns regarding the project.
