Status and Testimony

RELATING TO ANIMALS.
Prohibits manufacturers, contract testing facilities, and research facilities in Hawaii from using animal test methods for which an alternative test method is available.  Imposes a civil fine and authorizes the attorney general to seek injunctive relief and any other recovery of damages.

Status and Testimony

RELATING TO NOISE CONTROL.
Requires the department of health to conduct a study on the impact of aviation noise on residents of the Puna district and surrounding areas of the Hawaii Volcanoes National Park.  Appropriates funds to the department of health to conduct the study.

Status and Testimony

RELATING TO ENVIRONMENTAL PROTECTION.
Establishes disclosure and public notification requirements for outdoor application of pesticides in various sensitive areas or by large-scale, outdoor commercial agricultural operations.  Establishes a pilot program that creates a vegetative buffer zone around five selected schools near a commercial agricultural production area.  Effective July 31, 2018.
