     Your Committee on Ocean, Marine Resources, & Hawaiian Affairs, to which was referred S.C.R. No. 73, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE UNITED STATES CONGRESS TO AMEND THE NATIVE HAWAIIAN HEALTH CARE IMPROVEMENT ACT TO ENSURE THAT THE ACT RECEIVES PERMANENT AUTHORITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the United States Congress to make permanent the authority of the Native Hawaiian Health Care Improvement Act, which is a program that provides comprehensive health promotion and disease prevention services for the Hawaiian people, with all the funding resources necessary to effect this policy.

 

     The John A. Burns School of Medicine at the University of Hawaii, Hawaiian Civic Club of Honolulu, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, and Hoomanapono Political Action Committee testified in support of this measure.  The Center for Hawaiian Sovereignty Studies testified in opposition to this measure.   

 

     As affirmed by the record of votes of the members of your Committee on Ocean, Marine Resources, & Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 73, S.D. 1, and recommends that it be referred to your Committee on Finance.
