Sir:
Your Committee on Education, to which was referred S.C.R. No. 194, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF EDUCATION TO ENSURE THAT ALL PUBLIC SCHOOL STUDENTS, INCLUDING PUBLIC CHARTER SCHOOL STUDENTS, HAVE EQUAL ACCESS TO APPROPRIATE FOOD SERVICES,"
begs leave to report as follows:
The
purpose of this measure is to
request and urge the Department of Education to:
(1) Ensure that all public
school students, including public charter school students, have equal access to
appropriate food services; and
(2) Immediately provide school breakfasts and lunches to charter school students who qualify at no additional expense to the charter school or students.
The Native Hawaiian Education Council, Association of Hawaiian Civic Clubs, Hawaii Public Charter Schools Network, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawai‘i, Kanu o ka ‘Aina Learning ‘Ohana, Hawaii State Teachers Association, and two individuals supported this measure. The Department of Education and State Public Charter School Commission provided comments on this measure.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 194, S.D. 1, and recommends that it be referred to your Committee on Finance.
