Your Committee on Judiciary, to which was referred S.B. No. 2744, S.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO FALSE CLAIMS TO THE STATE,"

begs leave to report as follows:

The purpose of this measure is to automatically increase penalties for false claims to the State to:

(1) Maintain consistency with the federal False Claims Act; and

(2) Comply with the Federal Civil Penalties Inflation Adjustment Act of 1990.

The Department of the Attorney General and one individual testified in support of this measure.

Your Committee has amended this measure by:

(1) Changing its effective date to July 1, 2050, to facilitate further discussion; and

(2) Making technical, nonsubstantive amendments for clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2744, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2744, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
