Sir:
Your Committee on Consumer Protection & Commerce, to which was referred S.B. No. 2340, S.D. 2, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HEALTH INSURANCE,"
begs leave to report as follows:
The purpose
of this measure is to
ensure that the following benefits made available under the federal Patient
Protection and Affordable Care Act, which may not otherwise be available under
the State's Prepaid Health Care Act, remain available under Hawaii law:
(1) Extending
dependent coverage for adult children until the children turn twenty-six years
of age;
(2) Prohibiting
health insurance entities from imposing a preexisting condition exclusion; and
(3) Prohibiting
health insurance entities from using an individual's gender to determine
premiums or contributions.
This
measure also clarifies that benefits extended under this measure do not apply
to limited benefit health insurance.

As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2340, S.D. 2, H.D. 1, and recommends that it be referred to your Committee on Finance.
