Honorable Scott K. Saiki

Speaker, House of Representatives

Twenty-Ninth State Legislature

Regular Session of 2018

State of Hawaii

Sir:

Your Committee on Education, to which was referred H.R. No. 91 entitled:

"HOUSE RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION TO SUPPLY EACH PUBLIC KINDERGARTEN AND ELEMENTARY SCHOOL STUDENT IN THE STATE WITH MEALS, READY-TO-EAT, FOR CONSUMPTION WHEN NATURAL DISASTERS OR OTHER EMERGENCY INCIDENTS OCCUR,"

begs leave to report as follows:

The purpose of this measure is to teach students lessons on disaster preparedness by requesting the Department of Education to supply each public school student who is enrolled in kindergarten through grade six with a Meal, Ready-to-Eat, or MRE, that is to be consumed only if a natural disaster or other emergency incident occurs.

The Oahu County Committee on Legislative Priorities of the Democratic Party of Hawaii, Association of Hawaiian Civic Clubs, and an individual testified in support of this measure.  The Department of Education provided comments on this measure.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of H.R. No. 91 and recommends that it be referred to your Committee on Finance.

Respectfully submitted on behalf of the members of the Committee on Education,
