Your Committee on Finance, to which was referred H.B. No. 2696, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE MILITARY,"
begs leave to report as follows:
The
purpose of this measure is to analyze cyber threats to critical
infrastructure throughout the State (e.g., hospitals, utilities, airlines,
retail, government, etc.) and provide a nexus to federal partners (e.g., Federal
Bureau of Investigation) to warn private and public sector entities of incoming
cyber threats or ongoing cyber infiltrations and investigate these threats so
as to best advise these sectors on how to respond by appropriating funds for
the establishment of one full-time equivalent, civil service exempt
cybersecurity analyst position within the State Department of Defense.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2696, H.D. 2, and recommends that it pass Third Reading.
