     Your Committee on Judiciary, to which was referred H.B. No. 2364, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO JUVENILE JUSTICE REFORM,"

 

begs leave to report as follows:

 

     The purpose of this measure is to improve and enhance Hawaii's juvenile justice system and prevent juvenile delinquency and recidivism.  Specifically, this measure establishes the Kawailoa Youth and Family Wellness Center at the Hawaii Youth Correctional Facility to provide prevention, rehabilitation, and treatment services for at-risk youth and young adults.

 

     The Office of Youth Services, Department of Human Services, Office of the Public Defender, Office of Hawaiian Affairs, Hawaii Youth Services Network, Mental Health America of Hawaii, Young Progressives Demanding Action – Hawaii, Community Alliance on Prisons, and two individuals testified in support of this measure.  One individual testified in opposition.  The Department of Health, Department of Education, and United Public Workers, AFSCME, Local 646, AFL-CIO provided comments.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2364, H.D. 1, and recommends that it be referred to your Committee on Finance.
