     Your Committee on Consumer Protection & Commerce, to which was referred H.B. No. 1801, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RENEWABLE ENERGY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend the definition of "renewable portfolio standard" to more accurately reflect the percentage of renewable energy penetration in the State.  This measure also establishes renewable portfolio standards and targets for gas utility companies that mirror those set for electric utility companies.  

 

     The Department of Business, Economic Development and Tourism, Hawaiian Electric Company, Inc., Maui Electric Company, Ltd., Hawaii Electric Light Company, Inc., Hawaii Interfaith Power & Light, Sierra Club of Hawaii, and numerous concerned individuals testified in support of this measure.  Hawaii Gas, Hawaii Teamsters and Allied Workers Union Local 996, and a concerned individual testified in opposition to this measure.  The Department of Commerce and Consumer Affairs, Public Utilities Commission, Ulupono Initiative, League of Women Voters of Hawaii, Hawaii Chapter of 350.org, Life of the Land, Blue Planet Foundation, and a concerned individual provided comments on this measure.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1801, H.D. 1, and recommends that it be referred to your Committee on Finance.
