SENATE RESOLUTION
requesting the office of the city auditor to conduct a performance audit of the board of water supply's maintenance program and traffic mitigation measures.
WHEREAS, the Board of Water Supply responded to 326 water main breaks during the 2016 fiscal year; and
WHEREAS, more than 1,500 water main breaks were reported from 2012 to 2017; and
WHEREAS, water main breaks have caused road and lane closures that result in traffic congestion; and
WHEREAS, traffic mitigation efforts to alleviate the flow of traffic are often not done properly and interrupt daily commutes; and
WHEREAS, water main breaks will continue to occur and cause future traffic mitigation efforts to disrupt commutes; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Office of the City Auditor is requested to conduct a performance audit of the Board of Water Supply's maintenance program and traffic mitigation measures; and
BE IT FURTHER RESOLVED that the Board of Water Supply is requested to cooperate with the audit; and
BE IT FURTHER RESOLVED that the City Auditor is requested to submit findings and recommendations, including any proposed legislation, to the Legislature and Honolulu City Council no later than twenty days prior to the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Honolulu City Auditor, Manager and Chief Engineer of the Honolulu Board of Water Supply, and Chairperson of the Honolulu City Council.
