SENATE CONCURRENT

RESOLUTION

requesting the department of budget and finance to submit a report to the legislature on all unspent federal funds for each state department.

WHEREAS, the State of Hawaii receives large sums of federal funds for various programs and purposes in the State; and

WHEREAS, the State receives approximately $3,000,000,000 a year from federal sources, which accounts for twenty percent of the State's annual budget; and

WHEREAS, the biggest recipients of federal funds in Hawaii are the Department of Human Services, which administers Medicaid; University of Hawaii; Department of Education; and Department of Health; and

WHEREAS, it is essential that all federal funding in the State is effectively and efficiently spent for programs that residents of Hawaii need; and

WHEREAS, a comprehensive report of all unspent federal funds by state departments may be valuable in identifying ways to improve program funding, efficacy, and efficiency; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the Department of Budget and Finance is requested to submit a report to the Legislature on all unspent federal funds for each state department; and

BE IT FURTHER RESOLVED that the report include the following per state department:

(1) The total amount of committed unspent federal funds for the current fiscal year;

(2) The total amount of obligated funds for the current fiscal year, including how long the obligated funds have been obligated and not yet spent; and

(3) The total amount of federal funds over the past twelve years, broken down by each fiscal year, that have been sent back or recaptured by the federal government due to the funds lapsing; and

BE IT FURTHER RESOLVED that the report be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Budget and Finance.
