SENATE CONCURRENT
RESOLUTION
requesting the board of education to establish a process whereby the public may petition the board to add items to the agenda of the next meeting.
WHEREAS, the Board of Education is responsible for formulating statewide educational policy and appointing the executive officers of the public school system, executive officers of the public library system, and members of the State Public Charter School Commission; and
WHEREAS, the public is permitted to testify at Board of Education meetings, but only for items that already appear on the agenda which has been set by the Board in advance of the meeting; and
WHEREAS, the Board of Education has recently attempted to establish a more open decision-making process, including holding evening community meetings in rural communities and on neighbor islands to ensure that the public has an opportunity to provide input on Board decisions; and
WHEREAS, a process whereby the public could petition the Board of Education to add items to the agenda of an upcoming meeting would advance the Board's stated goal of establishing a more open decision-making process; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the Board of Education is requested to establish a process whereby the public may petition the Board to add items to the agenda of the next meeting; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education.
