A BILL FOR AN ACT

relating to international education programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that section 201-17, Hawaii Revised Statutes, creates an office of international affairs within the department of business, economic development, and tourism that, among other things, is in charge of encouraging the development of international sister-city programs, pairing Hawaii cities with cities around the globe for artistic, cultural, economic, educational, and faith-based exchanges. Through the Study Hawaii Educational Consortium, the department of business, economic development, and tourism is planning to fund additional efforts to market Hawaii-based secondary and baccalaureate educational institutions to potential international students from China, Japan, Korea, and other Asian countries. Although maintaining and increasing the number of international students supports Hawaii's current economy, the office of international affairs has not pursued many programs to expose local residents and students to potential opportunities working in Asia-Pacific countries or with Asia-Pacific investors in Hawaii.

The legislature further finds that the University of Hawaii Maui College, in partnership with local businesses, will be sending its first cohort of "New Sakadas" to leading universities in the Philippines to provide selected students an educational and cultural experience in a nation with the tenth fastest growing economy of 2017. The University of Hawaii-West Oahu has been exploring opportunities to send enrolled students to universities in Japan, Korea, and China to enhance economic and cultural opportunities for Hawaii residents in those countries and the Asia-Pacific region. With a local population largely made of descendants of plantation workers and immigrants from the Philippines, Japan, China, Korea, and other parts of the Asia-Pacific region, Hawaii's residents should take advantage of these cultural and historic ties for the potential economic benefit to the State. This educational opportunity allows students to become familiar with nations in these regions and exposes local Hawaii students to these nations in an educational and cultural setting.

The purpose of this Act is to appropriate funds for the office of international affairs to fund by grant one or more programs sponsored or organized by the University of Hawaii community colleges or a four-year campus to implement international college experiences for Hawaii students enrolled at a University of Hawaii campus.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the office of international affairs to fund by grant one or more programs sponsored or organized by the University of Hawaii community colleges or a four-year campus to implement international college experiences for Hawaii students enrolled at a University of Hawaii campus.

The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2018.
