A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the thirteenth senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $65,900,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of capital improvement projects for the thirteenth senatorial district, as follows:
1. Princess Miriam K. Likelike elementary school
A. Renovation of grass field.

Construction $100,000
Equipment $20,000
Total funding $150,000
2. Roosevelt high school
A. Install two new Americans with Disabilities Act approved restrooms with shower areas to support health, safety, and hygiene for students and staff.

B. New building to support award-winning music program.
Plans $100,000
Design $400,000
Construction $10,000,000
Total funding $10,500,000
3. Wallace Rider Farrington high school
A. Phase II of school redesign project for school gym, band, choral, orchestra, and PE facilities.
Construction $48,880,000
Equipment $120,000
Total funding $49,000,000
4. Hawaii theatre center
A. Improve venue safety, accessibility, maintenance, energy efficiency, and lighting.
Total funding $648,000
5. Vineyard Boulevard crosswalk
A. Construction and installation of a signalized crosswalk at River Street.
Total funding $352,000
6. Hawaii public housing authority
A. Planning for mayor Wright project.
Total funding $4,500,000
7. Washington place
A. Queen's gallery renovation that consists of lead-paint abatement and encapsulation, building code requirements, Americans with Disabilities Act Accessibility Guidelines requirement, and building preservation with the retention of existing historic material.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 3 shall be expended by the department of education; and
(2) The sums appropriated in items 4 through 7 shall be expended by the department of accounting and general services.
SECTION 4. This Act shall take effect on July 1, 2018.
