HOUSE RESOLUTION
requesting the department of parks and recreation of the city and county of honolulu to build a dog park in the leeward area.
WHEREAS, there is a substantial number of dog owners in Hawaii who expend a considerable amount of money for pet-related needs and services such as food, supplies, veterinarians, and groomers, making them a large contributor to Hawaii's tax base; and
WHEREAS, many behavior problems in dogs are caused by a lack of physical and mental activity, and without an outlet for their physical and mental energy, dogs may develop destructive behaviors; and
WHEREAS, dogs require regular exercise and socialization, needing continuous interaction with other dogs and humans; and
WHEREAS, dog parks enhance the quality of life for dogs and their owners, promote a healthy lifestyle for people and pets, add to our sense of community, and help to promote responsible dog ownership; and
WHEREAS, residents see dog parks as a safe and enclosed area to let dogs run free and play without penalty to dog owners or damage to private property; and
WHEREAS, there are over thirty-five on-leash dog parks available by the City and County of Honolulu but only five off-leash dog parks; and
WHEREAS, there are few dog parks available to serve the leeward area of Oahu; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Department of Parks and Recreation of the City and County of Honolulu is requested to build a dog park in Kupohi Neighborhood Park, Royal Kunia Park and Ride, or any other existing recreational parks in the Leeward area; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Parks and Recreation of the City and County of Honolulu.
