A BILL FOR AN ACT
RELATING TO HOMELESSNESS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Hawaii has the highest rate per capita of homelessness of any state in the nation. Hawaii also has the highest rate per capita of chronically unsheltered homeless of any state. The 2017 Point-in-Time Homeless Count found an estimated 7,220 people living on the streets and in shelters in Hawaii.
The legislature further finds that because homeless outreach, homeless shelters, and enforcement of laws to prevent illegal homeless encampments are conducted by different departments and organizations, no single entity is truly charged with solving the problem of homelessness.
The purpose of this Act is to establish a pilot program for the department of human services to contract for a single organization to provide all aspects needed to address chronic homelessness in a designated area.
SECTION 2. (a) The department of human services shall establish a pilot program to contract for a single organization to conduct outreach for, conduct enforcement of trespass laws against, and provide shelter for chronically homeless individuals within the 96817 postal zip code on the island of Oahu. The contract shall also provide a $12 nightly stipend to be paid to chronically homeless individuals for each night that they successfully stay in a homeless shelter.
(b) The department of human services shall submit a report of its findings and recommendations on the pilot project, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2020. The report shall include:
(1) The details of the contract and the activities of the contracted organization;
(2) The number of individuals assisted;
(3) Findings on the efficacy of the pilot program; and
(4) A recommendation on whether the pilot project should be made permanent, modified, or terminated.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2018-2019 for the department of human services to issue a contract with a single organization to address chronic homelessness in the 96817 postal zip code on the island of Oahu.
The sum appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 3000.
