A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the sixth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $156,162,875 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of financing capital improvement projects for the sixth representative district, as follows:
1. To be expended by the department of Hawaiian home lands
A. North Kona exploratory well.
Total funding $ 7,000,000
2. To be expended by the University of Hawaii
A. Hawaii Community College at Palamanui
Design and construction of
outdoor learning area improvements.
Total funding $ 2,698,750
B. Hawaii Community College at Palamanui
Design and construction of
outdoor dining area improvements.
Total funding $ 1,058,125
3. To be expended by the department of education
A. Kealakehe elementary school
Air conditioning for all classrooms.
Total funding $ 26,000
B. Kealakehe elementary school
New classroom building.
Total funding $15,000,000
C. Kealakehe elementary school
Cooking kitchen.
Total funding $ 1,350,000
D. Kealakehe high school
Design for performing arts
and student activity center.
Total funding $ 1,000,000
E. Kealakehe intermediate school
Roof cover for play court.

Construction of

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 3. The sum appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2018.
