A BILL FOR AN ACT
RELATING TO AGRICULTURE.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Act 119, Session Laws of Hawaii 2015, as amended by Act 124, Session Laws of Hawaii 2016, and Acts 29 and 49, Session Laws of Hawaii 2017, is amended as follows:
1. By amending section 47, item A.8.02., to read:
"8.02. LIVE STOCK FEED MILL, OAHU
CONSTRUCTION AND EQUIPMENT FOR THE
ESTABLISHMENT OF A FEED MILL TO BE LOCATED [IN THE VICINITY OF CAMPBELL
INDUSTRIAL PARK,] ON OAHU.
PROJECT TO INCLUDE SITE WORK AND ALL PROJECT RELATED COSTS. THE LEGISLATURE FINDS AND DECLARES THAT
THE APPROPRIATION IS IN THE PUBLIC INTEREST, HEALTH, SAFETY, AND GENERAL
WELFARE OF THE STATE.

2. By amending section 47, item A.8.05., to read:
"8.05. [THERMOPHILIC BIODIGESTER,]
WASTE STREAM RECYCLING FACILITY, OAHU
PLANS, DESIGN AND CONSTRUCTION FOR
[A THERMOPHILIC BIODIGESTER] WASTE STREAM RECYCLING EQUIPMENT TO
PROCESS BIOWASTE. THE LEGISLATURE
FINDS AND DECLARES THAT THE APPROPRIATION IS IN THE PUBLIC INTEREST, HEALTH,
SAFETY, AND GENERAL WELFARE OF THE STATE.

SECTION 2. The appropriations made for the capital improvement projects amended by this Act shall not lapse at the end of the fiscal biennium for which the appropriations are made; provided that all moneys from the appropriations unencumbered as of June 30, 2019, shall lapse as of that date.
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
