A BILL FOR AN ACT
relating to disaster preparedness.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The department of education shall establish a pilot program to retrofit the following buildings to meet or exceed the various building codes established for enabling a building to withstand the weather conditions of a category four hurricane:
(1) Mililani uka elementary school cafeteria;
(2) Mililani high school gymnasium;
(3) Kaleiopuu elementary school cafeteria;
(4) Waipahu high school gymnasium; and
(5) August Ahrens elementary school cafeteria.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of retrofitting department of education buildings to withstand a category four hurricane pursuant to section 1 of this Act.
The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2018.
