A BILL FOR AN ACT
relating to human services.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The state auditor shall conduct an audit of each domestic violence nonprofit organization that has received state funds in the past five years. The audits shall focus on accountability and oversight of the state funding including:
(1) The percentage of each nonprofit organization's total budget that is used for staff and administrative costs compared to the costs of providing services directly for domestic violence victims;
(2) Recommendations to improve comprehensive care for domestic violence victims; and
(3) Recommendations on how domestic violence nonprofit organizations can increase efficiency by reducing staff and administrative costs so that more funds may be expended for the direct benefit of domestic violence victims.
(b) The state auditor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2019.
SECTION 2. This Act shall take effect upon its approval.
