A BILL FOR AN ACT
relating to public safety.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 127A-4, Hawaii Revised Statutes, is amended to read as follows:
"[[]§127A-4[]]
Hawaii advisory council on emergency management. (a)
There shall be a Hawaii advisory council on emergency management, which
shall be attached to the agency for administrative purposes, and which shall consist
of seven members nominated and, by and with the advice and consent of the
senate, appointed by the governor. The
governor shall designate the chairperson of the council. The council, at the request of the governor,
shall confer with and advise the governor in regard to matters pertaining to
emergency management. Members of the
council shall receive no compensation but shall be reimbursed for travel and
other reasonable and necessary expenses incurred in carrying out their duties
relating to the council. Persons holding
public office or employment in the state government, or any political
subdivision thereof, are eligible for appointment to the council.
(b) Beginning in 2020, the council shall develop
a plan setting forth emergency and disaster response goals and strategies and
shall update and revise the plan as necessary every five years. At a minimum, the plan shall include any strategies
and necessary actions, including any proactive strategies and actions, to allow
for:
(1) Rapid,
timely, and efficient response to an emergency, disaster, or local state of
emergency so as to minimize the effects of the emergency, disaster, or local
state of emergency; and
(2) Rapid
and timely recovery from an emergency, disaster, or local state of emergency.
The council shall submit a copy of the plan to the governor, the president of the senate, the speaker of the house of representatives, and the administrator before January 1 of the year after which the plan was drafted, updated, or revised."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2018-2019 for the development of a plan setting forth strategies and goals for emergency and disaster response and recovery.
The sum appropriated shall be expended by the Hawaii emergency management agency for the purposes of this Act.
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
