A BILL FOR AN ACT
relating to traffic safety.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 291C, Hawaii Revised Statutes, is amended by adding a new section to part XII to be appropriately designated and to read as follows:
"§291C- Exiting a stopped or standing vehicle on a roadway; prohibited. (a) No person operating a vehicle that is stopped or standing, or passenger of that vehicle that is stopped or standing, on any roadway shall exit the vehicle and confront the driver or passenger of another stopped or standing vehicle.
(b) As used in this section, "confront" means to use offensive or threatening gestures, shouting obscenities, throwing projectiles at a vehicle, or physically touching the vehicle to cause an occupant of that vehicle to fear imminent serious bodily injury."
SECTION 2. This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
