RELATING TO CONDOMINIUMS. Clarifies that the removal or replacement of a director elected by a class of unit owners shall be by a majority of only the members of that class. Specifies that for an election in a mixed-use condominium project where directors are elected by different classes of owners, an association may cast a vote or votes allocated to any nonresidential unit owned by the association where those eligible to vote in the election are limited to owners of one or more nonresidential units, including the nonresidential unit owned by the association.

Adds as prerequisites to awarding grandparents visitation that the court also find that awarding custody to a grandparent is in the best interest of the child and that denial of reasonable grandparent visitation rights would cause significant harm to the child. Clarifies procedures for an order awarding reasonable visitation rights to grandparents and that a violation of the terms and conditions of such an order is subject to sanctions or contempt of court. RELATING TO THE FAILURE TO FILE A REPORT WITH THE CAMPAIGN SPENDING COMMISSION. Requires the Campaign Spending Commission to publish on its website the names of all noncandidate committees that fail to file a report or to correct a report within the time allowed by the Commission.

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amounts of fines that may be assessed against a noncandidate committee making only independent expenditures for campaign spending violations. Allows the Campaign Spending Commission to recover its costs from violators. Directs moneys collected for costs to be deposited in the Hawaii Election Campaign Fund. (SD1)

RELATING TO FIRE SPRINKLERS. Repeals the June 30, 2017, sunset date of Act 83, Session Laws of Hawaii 2012, which prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in (1) new or existing detached one- or two-family dwelling units used only for residential purposes; and (2) non-residential agricultural and aquacultural structures located outside an urban area. Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Clarifies the authority of law enforcement officers or commissioned volunteer enforcement officers to confiscate valid and invalid removable windshield placards, temporary removable windshield placards, or invalid special license plates for fraudulent manufacture or alteration; unauthorized use or display; and sale or purchase.
