RELATING TO MARINE RESOURCES.

Amends the definition of "water pollutant" as used in Chapter 342D, Hawaii Revised Statutes, to exclude locally sourced sand that meets certain conditions.  (HB119 HD1)

RELATING TO OCEAN MANAGEMENT.

Establishes the Papahanaumokuakea Marine National Monument Program within DLNR-DAR to coordinate and fulfill the State's role and responsibilities in co-managing the Papahanaumokuakea Marine National Monument with federal authorities.  Requires the effective management of thirty per cent of nearshore waters by 2030 under coastal zone management.  (HB121 HD1)

RELATING TO VETERANS.

Requires the Office of Veterans' Services in the Department of Defense to study the establishment and administration of a veterans conservation corps program to assist veterans in obtaining training, certification, and employment in the areas of environmental protection, restoration, and management.  Report to the 2018 Legislature.

RELATING TO REAL ESTATE BROKERS.

Creates criminal penalties for real estate brokers for improper deposit, segregation, or disposition of client trust account funds.  Requires the principal broker to report the client trust account number and name of the managing institution to the real estate commission.  Specifies that the principal broker must report changes in the account number and account location within ten days of a change.  Authorizes the real estate commission to take action in circuit court to enforce client trust account requirements.

RELATING TO INVASIVE SPECIES.

Authorizes departments that are members of the invasive species council to require landowners with land that contains invasive species to control or eradicate the invasive species if the landowner does not permit the department to enter the land.  Imposes fines for noncompliance.

RELATING TO SUSTAINABILITY.

Establishes a three-year pilot project to promote photovoltaic powered desalinization on the island of Kaho‘olawe and to study certain aspects of the technology's use.

RELATING TO CONDOMINIUMS.

Clarifies that the removal or replacement of a director elected by a class of unit owners shall be by a majority of only the members of that class.  Specifies that for an election in a mixed-use condominium project where directors are elected by different classes of owners, an association may cast a vote or votes allocated to any nonresidential unit owned by the association where those eligible to vote in the election are limited to owners of one or more nonresidential units, including the nonresidential unit owned by the association.

RELATING TO AGRICULTURE.

Requires the board of agriculture, in cooperation with the office of the governor, to develop a strategic plan to double local food production and exports by 2020.  Requires the board of agriculture to submit a report to the legislature prior to the regular session of 2018 in order to codify the strategic plan and benchmarks.

RELATING TO SERVICES PERFORMED BY CIVIL SERVICE EMPLOYEES.

Authorizes establishment of permanent civil service positions for the Hawaii Public Housing Authority to provide services historically and customarily performed by civil service employees in connection with creating housing opportunities for homeless individuals and others in need.

RELATING TO PUBLIC SAFETY.

Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop a statewide framework of sentencing and corrections policies to reduce the State's incarcerated population by 25 percent by 2025.  Allows the Commission to make recommendations on moving a correctional facility to comply with federal guidelines and to modernize.  Requires the Commission to develop a plan to reduce spending on corrections and reinvest in strategies to increase public safety and reduce recidivism.

RELATING TO MANUFACTURED MARIJUANA PRODUCTS.

Expands the range of manufactured medical marijuana products that may be produced and sold to include certain edible products.  Authorizes eight companies to partner with medical marijuana dispensaries to produce manufactured marijuana products, subject to certain conditions.  Establishes requirements for manufacturing, handling, and packaging manufactured marijuana products.
