Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including:  preserving the individual health insurance mandate for taxpayers; requiring all health insurance entities, including health benefits plans under chapter 87A, HRS, to include ten essential health care benefits, plus additional contraception and breastfeeding coverage benefits; extending dependent coverage for adult children until the children turn twenty-six years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; and prohibiting health insurance entities from using an individual's gender to determine premiums or contributions.

Provides an exemption from school impact fees for housing developments constructed by nonprofit housing organizations in which the units are rented or sold to persons or families earning between thirty and eighty per cent of the area median income.

Establishes disclosure and public notification requirements for outdoor application of pesticides in various sensitive areas or by large-scale, outdoor commercial agricultural operations.

RELATING TO BULLYING.

Requires educational institutions and all youth-serving agencies to create and implement anti-bullying policies.  Establishes a bullying prevention task force to provide guidance.  Outlines the requirements for each institution or agency's policy and specifies reporting, investigation, and appeals procedures involving incidents of bullying.  Provides immunity to reporters of bullying in the event of a cause of action for damages arising from the making of a report.  Requires institutions and agencies to establish annual bullying prevention programs for youth and to provide bullying prevention training to all employees and volunteers who have significant contact with youth.  Requires institutions and agencies to report aggregate figures regarding bullying to the governor and requires the governor to report to the legislature regarding bullying and the effectiveness of anti-bullying policies.  Appropriates funds for anti-bullying and suicide prevention efforts in the public schools.

Establishes the Rate Stabilization Reserve Fund within the Employer-Union Health Benefits Trust Fund to help subsidize the costs of providing health and other benefit plans for retirees and their beneficiaries.  Caps employer contributions to the OPEB trust fund, which are made to prefund the unfunded actuarial accrued liability of the EUTF, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000.
