RELATING TO WATER SECURITY FINANCING.

Establishes a water security fund for the purpose of providing matching grants for projects related to water security; establishes eligible grantees and designates what moneys shall be deposited into the fund; imposes new water security fee.  Creates a water security advisory group to advise the commission on which water security projects to select for grants.  Requires annual report to legislature.  Effective on 1/1/18.

MAKING AN APPROPRIATION FOR A FEASIBILITY STUDY AND PLANS FOR A SWIM AREA IN POHOIKI.

Appropriates funds to the department of land and natural resources to conduct a feasibility study to determine the best means to provide a Pohoiki swimming area and develop plans, in cooperation with the United States Army Corps of Engineers, county of Hawaii, and any stakeholders, for a safe swim area.
