MAKING AN APPROPRIATION FOR HE‘EIA NATIONAL ESTUARINE RESEARCH RESERVE. Appropriates funds for Fiscal Year 2018-2019 for the initial staff necessary to develop and manage the He‘eia National Estuarine Research Reserve and its programs.
