Allows the John A. Burns School of Medicine to continue to receive a portion of the physician workforce assessment fee for ongoing physician workforce assessment and planning to support the recruitment and retention of physicians in the State, particularly those in rural and medically underserved areas.

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Clarifies the definition of "at-risk children" as it relates to the priority given by the preschool open doors program to underserved or at-risk children who are not eligible to attend public school kindergarten in the calendar year in which they turn five years of age because their birth date occurs after the kindergarten eligibility date.  (SD1)

RELATING TO PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOLS.

Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program.  Establishes a license renewal process and fee.  Creates the private trade, vocational, and technical school licensure special fund.  Appropriates moneys for one full-time equivalent position within the department of education to administer licensing.  Effective 07/01/2050.  (SD1)

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Establishes an office of public-private partnership within the department of business, economic development, and tourism.  Requires that the office create a strategic plan; create collaboration amongst state agencies to identify and implement public-private projects; and oversee and implement the public-private projects.  Makes an appropriation.

RELATING TO THE HILO COMMUNITY ECONOMIC DISTRICT.

Establishes the Hilo community economic district located in East Hawaii.  Creates a second Hawaii community development authority and distinguishes the two authorities based on population.  Places the Hilo community economic district under the jurisdiction of the Hawaii community development authorities.  Establishes the Hilo community economic revolving fund.  Requires all revenue, income, and receipts of HCDA for the district to be deposited in the Hilo community economic revolving fund, and a designated per cent to be transferred to the special land and development fund under the department of land and natural resources.  Provides that the Act shall be repealed on June 30, 2037; the inclusion of lands within the Hilo community economic district within a redevelopment area pursuant to chapter 53, Hawaii Revised Statutes; or establishment of an improvement district pursuant to section 46-80.5, Hawaii Revised Statutes, whichever occurs first.  (SD1)

RELATING TO LAND USE.

Allows county councils to establish Neighborhood Revitalization Boards to be administered by the counties for the purpose of developing neighborhood revitalization plans for areas in each county.  Allows Neighborhood Revitalization Boards to request funding and requires the counties to provide at least twenty per cent matching funds for any neighborhood revitalization plan or project that receives state funds.  (SD1)

RELATING TO INFRASTRUCTURE DEVELOPMENT.

Authorizes counties to develop public-private partnerships to construct relief sewers for affordable housing development projects.
