RELATING TO THE STATEWIDE TRAFFIC CODE. Prohibits smoking in a motor vehicle in which a person under the age of eighteen is present. Requires the department of health to report on the enforceability and coordination of data collection activities of the respective law enforcement agencies.

RELATING TO HIGHWAY SAFETY. Increases the fines for violations associated with a person operating a vehicle after the person's license and privilege has been suspended or revoked for operating a vehicle under the influence of an intoxicant.

RELATING TO HIGHWAY SAFETY. Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.

RELATING TO PARKING FOR DISABLED PERSONS. Limits the exemption from payment of parking meter fees to vehicles that display a distinguishing parking permit or decal issued to an applicant who presents a certificate of disability that verifies that the applicant is licensed to drive a motor vehicle and cannot reach or operate a parking meter because of a physical disability. Takes effect 7/1/2018. (SD1)

RELATING TO TRANSPORTATION. Allows the State Department of Transportation Highways Division to collect an equitable compensation from franchise utility companies for the use of the state right of way.

RELATING TO MOTOR VEHICLE INSPECTIONS. Expands the authority of the Director of Transportation over required motor vehicle and motor carrier vehicle inspections in the State. Upgrades the methods and procedures of state motor vehicle inspections. Clarifies the distinction between the inspection certificate expiration data and the vehicle's insurance expiration date. (SD1)

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Allows lessors to pass on vehicle license recovery fees that dealers may pass on to customers. Defines vehicle license recovery fees as government assessed vehicle fees that include motor vehicle weight taxes, fees connected with registration of specially constructed, reconstructed, or rebuilt vehicles; fees connected with registration of special interest vehicles; fees connected with registration of imported vehicles; license plate fees; and any use taxes. RELATING TO COMMUNITY DEVELOPMENT. Appropriates moneys for the executive director of the Hawaii community development authority to conduct a feasibility study regarding: (1) The Hawaii community development authority assuming the role of planning, developing, and redeveloping all state-owned lands within one mile of the Honolulu rail transit system; (2) Creating a new community development district along the Honolulu rail corridor; and (3) Returning jurisdiction over the Kakaako community development district to the city and county of Honolulu.

RELATING TO HOUSING. Requires the strategic plan developed by the Hawaii interagency council for transient-oriented development to require that affordable housing be included as part of the development or redevelopment plan for any state property located within one-half mile of the Honolulu rail transit system, unless the council determines that housing is not feasible or desirable on a particular property. Requires every development or redevelopment plan to include housing with thirty per cent reserved for graduated area medium incomes. Allows a developer to build less housing units than required at a rail station if the developer builds additional housing at another rail station to offset the reduction. Takes effect 1/1/2020. (SD1)

RELATING TO AFFORDABLE HOUSING. Authorizes qualified nonprofit housing trusts to repurchase affordable units developed with government assistance when a government entity waives its first right of refusal to repurchase the unit. Authorizes counties to waive a first right of refusal to repurchase a privately-developed affordable housing unit built pursuant to a unilateral agreement or similar instrument. (SD1)

RELATING TO ENERGY. Extends the sunset date of the Alternate Energy Research and Development Pilot Project to June 30, 2019. Appropriates funds for the Project.

RELATING TO ENERGY ASSURANCE. Addresses deficiencies in Hawaii's fuel shortage response and energy emergency (energy assurance) statutes; provides policy guidance on preparing for, responding to, recovering from, and mitigating against any actual or potential energy supply disruption or shortage to preserve the State's energy security and to ensure that fuel products and energy resources are made available to emergency services and the public in an orderly, efficient, and safe manner.

RELATING TO AN AIRPORT CORPORATION. Authorizes the establishment of the Hawaii airport corporation within the department of transportation for administrative purposes on July 1, 2018. Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation. Transfers the aeronautics functions of DOT to the Hawaii airport authority.
