RELATING TO AGRICULTURE.

Requires the board of agriculture, in cooperation with the office of the governor, to develop a strategic plan to double local food production and exports by 2020.  Requires the board of agriculture to submit a report to the legislature prior to the regular session of 2018 in order to codify the strategic plan and benchmarks.

RELATING TO AGRICULTURE.

Establishes an industrial hemp special fund to carry out the purposes of the industrial hemp pilot program by the department of agriculture.  Requires each county to recognize the cultivation of industrial hemp and industrial hemp cultivated for the purposes of the pilot program as an agricultural product, use, and activity.  Specifies that any agricultural land used for cultivation of industrial hemp for the purposes of the pilot program shall qualify for the minimum dedication period and be assessed at the lowest percentage of fair market value.  Limits the cultivation of industrial hemp to licensed owners, lessees, or occupiers of lands within the state agricultural land district.  Makes an appropriation.  (SD1)

RELATING TO AGRICULTURE.

Repeals the provision that makes the claiming of tax credit for agricultural costs contingent upon the tax credit for the aquarium and marine science research facility at Ko Olina Resort and the training and educational facilities at Makaha Resort being repealed, exhausted, or expired.  Clarifies definition of "qualified agricultural costs."  Repeals the provision that the Department of Agriculture must cease certifying credits after 2017.

Restructures the Hawaii invasive species council as the Hawaii invasive species authority, administratively attached to the department of agriculture, to coordinate implementation of the Hawaii interagency biosecurity plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs.  Appropriates funds to implement the authority and relevant interagency invasive species projects.

Authorizes the issuance of special purpose revenue bonds to assist Maui All Natural Alternative, LLC with the development of a project to provide municipal sludge processing and renewable energy at the Wailuku-Kahului wastewater reclamation facility on Maui.
