RELATING TO AQUATIC RESOURCES. Authorizes the Department of Land and Natural Resources to use in-lieu fee mitigation to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation. (SD1)

RELATING TO VESSELS AGROUND. Clarifies that the Department of Land and Natural Resources (DLNR) may assume immediate control of a vessel that is grounded on state submerged land, a shoreline, or a coral reef, or in imminent danger of breaking up, if the vessel cannot be removed by the owner within twenty-four hours from the time the vessel is grounded and effective salvage operations have not begun. Clarifies that the Department may assume immediate control of a vessel grounded on a sand beach, sand bar, or mudflat not in imminent danger of breaking up after the owner has been given seventy-two hours' notice to remove the vessel and has not done so. RELATING TO FOREST STEWARDSHIP. Clarifies conditions that must be met by applicants to receive funds under the Forest Stewardship Program.

RELATING TO CARBON FORESTRY CERTIFICATION. Appropriates funds for certification of a reforestation carbon project at Haleakala, Maui, operated by DLNR, under an established forest carbon standard certification system. Requires DLNR to submit an annual report on the project certification to the governor and legislature.

RELATING TO RECORDATION TRANSACTION FEES. Expands the uses of the transaction fee authorized under Act 120, Session Laws of Hawaii 2009, and clarifies that the transaction fee shall be repealed on the effective date of administrative rules adopted by the Department of Land and Natural Resources that include the establishment of a transaction fee or on July 1, 2022, whichever occurs first.

RELATING TO WATER CONSERVATION. Establishes a two-year water conservation financial assistance pilot program to provide financial assistance to county-owned public water systems. Appropriates funds. (SD1)

RELATING TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Makes an appropriation to the department of land and natural resources for the operational expenses and staffing costs of the Hawaii association of conservation districts.

RELATING TO PUBLIC LANDS. Exempts lands to which Hawaii Public Housing Authority holds title from the definition of "public lands" in section 171-2, Hawaii Revised Statutes.

RELATING TO THE LAND USE COMMISSION. Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to the conditions imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Defines "substantial commencement". Effective March 15, 2094. (SD1)

RELATING TO AGRICULTURAL LANDS. Requires an owner or occupier to provide notice and map of the subdivision or lease to the department of health and various county agencies when subdividing and leasing agricultural land. Grants county and state agencies the right to enter property upon reasonable belief of a violation to investigate for violations of and compliance with agricultural subdivision and lease qualifications and issue citations, fines, and liens. (SD1)

RELATING TO AGRICULTURAL BUILDINGS. Grants county agencies the implicit right to enter property to investigate agricultural buildings and structures for violations of and compliance with building code exemption qualifications.

RELATING TO TAXATION. Delays the reviews by the Auditor of tax exemptions, exclusions, credits, and deductions. Provides the Auditor with access to DOTAX records for the reviews and authorizes the Auditor to include data from the records in its reports to the legislature that do not explicitly identify any specific taxpayer. Adds the organic foods production income tax credit to the schedule of review. Amends the review criterion regarding the legislative purpose of an exemption, exclusion, credit, or deduction to provide more discretion to the Auditor. Appropriates funds to the Auditor for fiscal year 2018-2019.

RELATING TO PROCUREMENT. Repeals the requirement that all applicants for procurement contracts for health and human services possess all licenses necessary to conduct the subject business. Repeals the requirement that all contracts include only costs, fees, and taxes reflected on the face of the proposal.

RELATING TO BOARDS AND COMMISSIONS. Requires department heads to inform the governor of any vacancy in any board or commission. Requires the governor to maintain a listing of all boards and commissions. Appropriation.

RELATING TO DEFERRED MAINTENANCE. Requires the Governor to prepare a deferred maintenance plan to gradually eliminate the deferred maintenance costs of all state-owned buildings, facilities, and other improvements. Requires the initial plan to be submitted to the Legislature with the executive budget for the fiscal biennium 2019-2021. Requires the Governor to prepare annual updates. Imposes the same requirements on the Chief Justice for Judiciary-owned buildings, facilities, and other improvements. Appropriates $100,000 to the Office of the Governor. Appropriates $50,000 to the Judiciary.

RELATING TO INFORMATION TECHNOLOGY. Requires the Chief Information Officer to identify the information technology projects of the executive branch, including DOE and UH, that shall be subject to independent verification and validation. Requires the Chief Information Officer to award, administer, and manage the independent verification and validation contracts.

RELATING TO THE STATE RISK MANAGEMENT AND INSURANCE ADMINISTRATION. Amend the responsibilities of the Comptroller to acquire risk management, investigative, claims adjustment, actuarial, and other services on a fee for services compensation method through an exemption of applicable sections in chapter 431, Hawaii Revised Statutes, that do not allow this. Chapter 431 only allows the State's insurance broker to be compensated through commissions paid by the insurance companies the State buys insurance from which are based on a percentage of the insurance policy premium.
