Extends benefit finalization period for December 31 retirements; changes interest rate for late benefit finalizations; extends deadline for employer payments under section 88-100, Hawaii Revised Statues; allows delegation of certain disability retirement and service connected death benefit approval functions.

RELATING TO UNCLAIMED PROPERTY OF THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Provides a means for the EUTF to void claims for reimbursement of medicare part B premiums or any other debt payable that total less than $500 and are older than ten years. Takes effect 1/7/2059. (SD1)

RELATING TO STAFF OF THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Classifies EUTF staff positions created after 7/1/2014 to be designated civil service employees. Appropriates funds for EUTF to employ staff through the civil service system. Takes effect 1/7/2059. (SD1)

RELATING TO PUBLIC EMPLOYEES' FRINGE BENEFITS. Requires the Hawaii employer-union health benefits trust fund's actuary to prepare a valuation report annually. Requires the annual valuation to include an update of assumptions specific to the fund that are not updated pursuant to section 88-105, HRS, as deemed necessary by the actuary at least once in each three-year period. Takes effect 1/7/2059. (SD1)

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Allows the Hawaii Labor Relations Board to send written notice of a hearing under the Hawaii occupational safety and health law electronically. Requires the party seeking judicial review to bear the cost of preparing a transcript, except as provided by law, in which case the Board shall bear the cost of preparing the transcript. (SD1)

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Allows the Hawaii labor relations board to request the parties appearing before the board to draft decisions and orders to enable a quicker process to resolve cases.

RELATING TO WORKERS' COMPENSATION. Stipulates that the auditor will contract with a suitable entity to conduct a study of closed claims in the workers' compensation system that includes the study of processing time for closed claims. Extends the deadline for the study to 11/30/2018 and the deadline for the legislative report to twenty days prior to the regular session of 2019. Makes an appropriation for the study. Takes effect 1/7/2059. (SD1)

RELATING TO CAMPAIGN FINANCE. Replaces the Hawaii election campaign fund with the general revenues of the State as the funding source for the operating expenses of the campaign spending commission. Appropriates general revenues to the commission for operating expenses.

RELATING TO VIOLATIONS OF CAMPAIGN FINANCE LAW. Increases the amounts of fines that may be assessed against a noncandidate committee making only independent expenditures for campaign spending violations. Allows the Campaign Spending Commission to recover its costs from violators. Directs moneys collected for costs to be deposited in the Hawaii Election Campaign Fund. (SD1)

RELATING TO ELECTIONEERING COMMUNICATIONS. Amends the definitions of "disclosure date" and "electioneering communication" pertaining to electioneering disclosure statements. Takes effect on 01/07/2059. (SD1)

RELATING TO ELECTIONS. Requires recounts of election votes when the margin of victory is less than two hundred fifty votes or less than one per cent of the votes cast, whichever is less. Takes effect on 01/07/59. (SD1)

RELATING TO ELECTIONS. Authorizes the electronic transmission of databases containing driver's license and civil identification card information to election officials and the statewide voter registration system. Requires the Office of Elections to join the Electronic Registration Information Center and share information with counties to encourage voter participation and ensure integrity of voter registration rolls. Appropriates funds. Takes effect on 01/07/2059. (SD1)

RELATING TO ELECTIONS. Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. RELATING TO ELECTIONS. Beginning with the primary election in 2018, requires the office of elections to implement election by mail in a county with a population of fewer than 100,000 and beginning with the 2020 primary election, implement election by mail in each of the other counties for all elections. Establishes an election by mail system, including requirements for ballots, replacement ballots, deficient return of ballots, electronic transmission of replacement ballots under certain circumstances, ballot counting, voter service centers, places of deposit, and election expenses and responsibilities. Establishes procedures for postponed elections. Makes conforming amendments to provide for an election by mail system. Allows voters in an election by mail system to request that their ballots be temporarily forwarded to another address in or outside of the State for a single election or a primary or special primary election and the election immediately following it. Appropriates funds for the implementation and administration of the elections by mail program. Requires the office of elections to submit annual reports to the legislature from 2018 to 2024 regarding implementing the elections by mail program. Takes effect on 1/7/2059. (SD1)
