Increases the Hula Mae Multifamily Revenue Bond authorization amount.

Corrects an error in the Supplemental Appropriations Act of 2016 to clarify that the CIP project for Maalaea small boat harbor on Maui was for plans, design, and construction for pier improvements, rather than dredging.

RELATING TO THE KAHOOLAWE ISLAND RESERVE COMMISSION.

Corrects an error in the Supplemental Appropriations Act of 2016 to clarify that the Kaho‘olawe island reserve commission is affiliated with the county of Maui, rather than the county of Hawaii.

RELATING TO BUDGET DOCUMENTS.

Requires the six-year program and financial plan and budget to include information on tax expenditures.  Effective 7/1/18.

RELATING TO THE FEDERAL FUNDING POLICY STUDY.

Changes the agency responsible for preparing the federal funding policy study required under Act 225, Session Laws of Hawaii 2016, from the Office of the Governor to B&F.  Makes an appropriation.

Requires the variance report to include:  (1) means of financing data; and (2) summaries by department of cost element breakdowns of expenditures and comparisons of the position ceiling to number of positions filled.  Effecive 7/1/18.

Repeals the statute authorizing the assessment of a special fund for departmental administrative expenses.

Extends the deadline for the data and reports on the efficiency measures pilot project required under Act 67, Session Laws of Hawaii 2015.

Requires the Department of Budget and Finance to submit reports with data on general fund appropriations and expenditures for non-discretionary costs.
