RELATING TO STATE LANDOWNER LIABILITY. Establishes a cause of action for neighbors of state lands that have not been properly maintained. Authorizes compensation for damages incurred by the State's breach of duty and, if applicable, costs incurred by a neighbor who repairs state property that has not been maintained. Appropriates funds for necessary maintenance of state lands.

RELATING TO PUBLIC LANDS. Authorizes the board of land and natural resources to extend commercial, hotel, resort, and industrial leases when the lessee makes qualifying substantial improvements to the leased land.

MAKING AN APPROPRIATION FOR HIKER SAFETY AND PREPAREDNESS. Appropriates funds to DLNR for a public awareness campaign to educate the public about hiker safety and preparedness.

RELATING TO CEMETERIES. Requires DCCA in consultation with Comptroller to develop strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu. Authorizes DCCA to access the Sunset Memorial Trust Fund. Provides limited liability for persons maintaining or repairing cemetery grounds. Requires report to Legislature.

RELATING TO CONSERVATION AND RESOURCES ENFORCEMENT. Re-establishes and revitalizes the DOCARE Volunteer Officer Program by recruiting and training new officers. Appropriates funds.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Establishes Transit-Oriented Redevelopment Community Districts within the Hawaii Community Development Authority (HCDA) to develop districts along certain rail stations in the Honolulu rail station transit corridor. Allows the HCDA to enter into public-private partnerships for a lease-back arrangement of lands. Provides general obligation bond financing for infrastructure improvements in Transit-Oriented Redevelopment Community Districts.

RELATING TO THE HAWAII HURRICANE RELIEF FUND COMPREHENSIVE LOSS REDUCTION PLAN. Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.

RELATING TO THE STATE BUILDING CODES. Expedites the review, update, and adoption of the Uniform Plumbing Code as it relates to the Hawaii State Building Codes.

RELATING TO ASSISTING DAM AND RESERVOIR OWNERS. Clarifies that aboveground freshwater storage tanks are included in the definition of "appurtenant works" in Part XII of Chapter 39A, Hawaii Revised Statutes.

RELATING TO A WATER IRRIGATION PILOT PROJECT. Establishes a one-year pilot program requiring DAGS, DOT, and DLNR to implement irrigation water conservation best management practices, as established by the Landscape Industry Council of Hawaii. Requires DAGS, DOT, and DLNR to each submit a report regarding the results of the pilot program.

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE DEPARTMENT OF WATER, COUNTY OF KAUAI. Appropriates funds for capital improvement projects by the Department for Water, County of Kauai, for the Kilauea water system, the Wailua/Kapaa water system, and the Kalaheo water system.

RELATING TO LAND USE. Authorizes the counties to petition the land use commission for regional boundary amendments required by the adoption of the county general plan or development plans. Requires the land use commission to conduct the 5-year boundary review.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Appropriates funds to the counties to identify and map important agricultural lands. Appropriations.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Requires the counties to make recommendations for important agricultural lands by 6/30/2019. Requires the Land Use Commission to identify and designate important agricultural lands by 6/30/2020 for any county that fails to meet the 6/30/2019 deadline. Appropriates funds.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT. Extends by ten years the time period that the Department of Agriculture may certify important agricultural land qualified agricultural cost tax credits.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
