RELATING TO SIDEWALKS. Establishes and funds a two-year pilot school sidewalk maintenance and repair program that requires counties to maintain and repair sidewalks in school zones or other areas of significant school related pedestrian traffic. Requires each county to report on the status of the pilot program.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Allows lessors of rental motor vehicles to pass on to lessees a government assessed fee. Defines government assessed vehicle fee.

RELATING TO AN AIRPORT CORPORATION. Authorizes the establishment of the Hawaii airport corporation within the department of transportation for administrative purposes on July 1, 2018. Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation. Transfers the aeronautics functions of DOT to the Hawaii airport authority.

RELATING TO TAXATION. Exempts helicopters from general excise tax.

RELATING TO MOBILE ELECTRONIC DEVICES. Authorizes drivers to use streaming music services through mobile electronic devices while driving.

RELATING TO CRIMINAL TRESPASS. Adds the offense of criminal trespass onto State Department of Transportation lands to the penal code.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: Three (3) copies (including an original) to Room 304 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6381 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
