RELATING TO THE HAWAII HURRICANE RELIEF FUND COMPREHENSIVE LOSS REDUCTION PLAN.

Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.

RELATING TO MEDIA ACCESS.

Allows the news media to access areas that are closed pursuant to emergency management powers of the governor and mayor.

RELATING TO TECHNICAL LITERACY FOR INCARCERATED INDIVIDUALS AND PAROLEES.

Establishes the Technical Literacy for Incarcerated Individuals Pilot Program to be administered in one men's and one women's correctional facility in the State.  Appropriates funds.

Establishes the special operations K9 unit special fund.  Appropriates money to the fund for deputy canines and full-time equivalent (FTE) permanent canine handler positions within the department of public safety.

RELATING TO RESIDENCE REQUIREMENTS FOR APPOINTED OFFICERS.

Removes the 1-year residency requirement for appointment to a county chief of police position.
