RELATING TO TAXATION.
Authorizes counties that have established a surcharge on state tax prior to 7/1/2015 to extend the surcharge in perpetuity.  Authorizes counties that have not established a surcharge by 7/1/2017 to establish a surcharge on state tax.  Provides that the State shall retain an unspecified portion of surcharge proceeds for DOT.  Requires a county's share of the county surcharge on state tax to be paid to the county on a monthly basis.

RELATING TO TAXATION.
Extends each county's authority to establish and collect a surcharge on state general excise and use taxes.  Requires a county's share of the county surcharge on state tax to be paid to the county on a monthly basis.  Deletes the repeal date for Act 247, Session Laws of Hawaii 2005, authorizing counties to levy a surcharge to fund public transportation systems.

RELATING TO THE COUNTY SURCHARGE ON STATE TAX.
Repeals the requirement that 10% of revenues from the county surcharge on state tax be withheld to reimburse the State for administrative costs.  Sunsets if an ordinance that allows the capital costs of a rapid transportation system to be paid from county funds is not enacted before December 31, 2017.  Requires the mayor of the county to submit certain plans with respect to rapid transportation system.

RELATING TO MOTOR VEHICLES.
Requires the driver of a vehicle overtaking a bicyclist to allow at least a three-foot separation between the driver's vehicle and the bicyclist.  Allows a driver of a vehicle to overtake a bicyclist in a no passing zone when overtaking the bicyclist can be done safely.

RELATING TO AIRPORT SCREENING.
Requires the DOT to conduct a study to determine whether the Honolulu International Airport should participate in the screening partnership program of the Transportation Security Administration.  Requires a report to legislature.

Requires counties that regulate public passenger vehicle services to establish standards to protect passenger safety.  Requires operators of public passenger vehicle services to provide a full set of electronic fingerprints and submit to a criminal history record check.

RELATING TO HIGHWAY SAFETY.
Establishes the photo red light imaging detector systems program.  Authorizes counties to administer the program.  Requires proceeds of fines to be expended in the county from which they were collected for operation of the program.  Makes an appropriation.

RELATING TO ELECTRIC VEHICLES.
Requires, in places of public accommodation, a ratio of one electric vehicle parking stall per 100 stalls by 2018 and a ratio of two electric vehicle parking stalls per 100 stalls by the year 2023.  Designates the appropriate county authority having jurisdiction over planning and permitting for enforcement.  Specifies procedures for enforcement.

RELATING TO COUNTY VEHICULAR TAXES.
Allows the owner of a vehicle to receive a refund for a proportional amount of the annual tax paid if certain conditions are met.  Specifies that the owner of a vehicle who pays the annual registration tax shall not be required to pay the tax again on a subsequent vehicle acquired within the annual tax period if the owner transfers the same number plate to the subsequent vehicle.  Imposes a fee of $20 for the transfer of the plates.

RELATING TO PARKING FOR DISABLED PERSONS.
Limits the exemption from payment of parking meter fees to vehicles that display a distinguishing parking permit or decal issued to an applicant who presents a certificate of disability that verifies that the applicant is licensed to drive a motor vehicle and cannot reach or operate a parking meter because of a physical disability.

RELATING TO PARKING FOR DISABLED PERSONS.
Clarifies the authority of law enforcement officers or commissioned volunteer enforcement officers to confiscate disability parking permits that are used unlawfully.

Makes it a criminal offense to intentionally or knowingly direct the beam from a laser device at an occupied aircraft under certain circumstances.

RELATING TO FUEL TAXES.
Permits the county of Hawaii to appropriate the county's share of fuel tax revenue for the maintenance of substandard private subdivision roads that are used by the public.  Provides that neither the State nor the county shall be required to install infrastructure improvements if the roads are thereafter sold to a private entity.  Sunsets 6/30/22.

RELATING TO EXEMPTIONS FROM REGISTRATION FEES.
Repeals requirement that a disabled veteran be in receipt of disability retirement pay in order to be exempt from the payment of annual vehicle registration fees.
