RELATING TO INFRASTRUCTURE DEVELOPMENT.

Authorizes counties to develop public-private partnerships to construct relief sewers for affordable housing development projects.

RELATING TO LAND USE.

Allows county councils to establish Neighborhood Revitalization Boards to be administered by the counties for the purpose of developing neighborhood revitalization plans for areas in each county.  Allows Neighborhood Revitalization Boards to request funding from the state legislature and requires the counties to provide at least twenty per cent matching funds for any neighborhood revitalization plan or project that receives state funds.

RELATING TO THE HOUSING CHOICE VOUCHER PROGRAM.

Prohibits any county from disqualifying a legal nonconforming dwelling unit from the housing choice voucher program if the unit meets zoning and building code requirements and other program standards such as health and safety standards.

SB 611

      Status & Testimony

RELATING TO FIRE SPRINKLERS.

Repeals the June 30, 2017, expiration date of Act 83, Session Laws of Hawaii 2012, which prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in (1) new or existing detached one- or two-family dwelling units used only for residential purposes; and (2) non-residential agricultural and aquacultural structures located outside an urban area.
