RELATING TO COLLECTIVE BARGAINING.

Clarifies the allowable scope of collective bargaining negotiations regarding the rights and obligations of a public employer.  Clarifies prohibited practices for parties to a public employment collective bargaining agreement.

Amends Act 1, SSLH 2016, as codified, by offering an employee the further option of electing to remain in the employee's position until the expiration of the applicable collective bargaining agreement.

Makes an appropriation to department of budget and finance for collective bargaining cost items related to the transition of the operation of Maui regional hospitals to Maui Health Systems, a Kaiser Hospital.

Requires the ERS actuary to conduct annual stress tests of the system and the board to submit annual reports of the tests to the legislature.

RELATING TO INVESTMENT PERSONNEL OF THE EMPLOYEES' RETIREMENT SYSTEM.

Allows the Board of Trustees of the Employees' Retirement System, through its Executive Director, to appoint one or more investment professionals and changes the status of investment specialists from civil service to exempt from civil service.

Status

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Extends benefit finalization period for December 31 retirements; changes interest rate for late benefit finalizations; extends deadline for employer payments under section 88-100, Hawaii Revised Statues; allows delegation of certain disability retirement and service connected death benefit approval functions.
