RELATING TO THE KALIHI 21ST CENTURY COMMISSION. Establishes a temporary Kalihi 21st Century Commission in the Office of Planning. Requires the Commission to develop a community development plan for the development of the Kalihi area on Oahu. (HB1395 HD1)

RELATING TO REPORTS OF CHILD ABUSE. Brings the State into compliance with the federal Justice for Victims of Trafficking Act of 2015 and the federal Child Abuse Prevention and Treatment Act of 2010. Amends the definition of "child abuse or neglect" to include sex trafficking. Clarifies that child abuse and neglect reports that are expunged from the State's central registry may be retained by the Department of Human Services for future risk and safety assessment purposes. Deletes the child abuse investigation disposition of "unsubstantiated" and replaces it with "not confirmed". (HB1099 HD1)

RELATING TO BAIL. Provides that no financial or property surety shall be required for bail in a case in which no felony is alleged. Provides that a person who commits a criminal offense while on bail for which no financial or property surety was required shall be guilty of a class C felony. (HB464 HD1)

RELATING TO EMPLOYMENT PRACTICES. Creates a new exception for a corrections agency.

RELATING TO PUBLIC SAFETY. Amends Act 139, Session Laws of Hawaii 2012, to delete the repeal and reenactment provision in section 14.

RELATING TO TRANSPORTATION. Requires the Department of Transportation to establish a weigh in motion and axle scale system at all harbor facilities that allows the egress and ingress of vehicles carrying a cargo load of fifty-five thousand pounds or more. Requires maritime cargo carriers to report to the Department on every container or load of such gross weight that arrived in a State harbor for transport on state highways. Appropriates funds.
