RELATING TO LAND RECORDATION. Establishes the requirements that any plan of land for deregistered land must meet for recordation at the bureau of conveyances. Requires that any plan of land that involves deregistered land that is filed with the registrar of conveyances must be accompanied by data on the deregistration. (HB617 HD1)

RELATING TO AGRICULTURE. Authorizes tiny homes of less than 500 square feet for farm workers in agricultural districts in a county with a population of more than 180,000 but less than 250,000, notwithstanding any county ordinance or regulation to the contrary. (HB2 HD1)

RELATING TO ANIMALS. Establishes licensing requirement for dog breeders and clarifies and strengthens laws pertaining to abandonment of or cruelty to animals. (HB185 HD1)

RELATING TO ANIMAL FORFEITURE. Permits incorporated societies for the protection of animals to petition for full custody of the subject animals prior to filing or final disposition of criminal charges against the owner of the animals.

RELATING TO INVASIVE SPECIES. Allows each county to enact and enforce ordinances necessary to prevent, investigate, control, or eradicate invasive species on any public or private premises within the limits of the county. (HB1359 HD1)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Makes certain sections of the State Code of Ethics inapplicable to technology transfer activities sponsored by University of Hawaii if the activities comply with the regulatory framework and research compliance program approved by the Board of Regents. Requires the Board of Regents to submit written status reports. (HB425 HD1)

RELATING TO UNIVERSITY OF HAWAII RULEMAKING. Substitutes the rulemaking requirements of Chapter 91, HRS, for the adoption of certain University of Hawaii policies with the open public meeting requirements of chapter 92, HRS.

RELATING TO CONTINUOUS ALCOHOL MONITORING FOR REPEAT OFFENDERS. Requires persons arrested for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant to be fitted with a continuous alcohol monitoring device if the person: (1) has a prior conviction for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant within the past five years; or (2) is currently pending criminal investigation or prosecution for one or more prior charges of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant.

RELATING TO HIGH OCCUPANCY VEHICLE LANES. Specifies that an unauthorized person who drives in a high occupancy vehicle lane shall be subject to a $150 fine.

RELATING TO CRIMINAL TRESPASS. Adds the offense of criminal trespass onto State Department of Transportation lands to the penal code.

RELATING TO VETERANS. Establishes the designation of "one hundred per cent disabled veteran" on drivers' licenses, instruction permits, and civil identification cards. (HB420 HD1)

RELATING TO LOBBYISTS. Makes changes to the laws governing lobbyists. Amends the definition of "expenditure," "lobbyist," and "lobbying." Allows a person who employs a lobbyist to file a notice of termination. Amends reporting requirements for reports covering special sessions of the legislature. Requires that lobbyist registration statements be posted on the state ethics commission's website within a reasonable time after filing and remain on the website for at least 4 years.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
