RELATING TO NOTARIES PUBLIC. Prohibits a commissioned notary public from accepting a limited purpose driver's license for verification of identification.

RELATING TO ELECTIONS. Establishes ranked choice voting for special election for Congressional races and for the election of council members in counties that have adopted the method.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII. Proposes a constitutional amendment to require the gubernatorial nominee of each political party following the primary election to appoint a person from the same political party as a running mate for lieutenant governor in the general election.

RELATING TO THE UNIFORM FAMILY LAW ARBITRATION ACT. Authorizes the use of arbitration to resolve certain family law disputes. Specifies law applicable to arbitrations.

RELATING TO JURY TRIAL. Increases the threshold value in controversy requirement for jury trials in civil cases at common law from $5,000 to $10,000.

RELATING TO PUBLIC RECORDS. Provides that upon request from a public agency OIP may under certain conditions declare a person a vexatious records requester and restrict the person's rights under the Uniform Information Practices Act. Establishes processes to appeal the declaration of a person as a vexatious records requester.

RELATING TO THE JUDICIARY. Makes an appropriation to establish driving while impaired courts in Kona and Hilo on Hawaii island.

RELATING TO SEARCH WARRANTS. Allows courts to authorize a person or entity other than an officer to provide technical assistance in executing a search warrant that pertains to an electronic device or storage media.

RELATING TO RESPONSE TO WRIT FOR CERTIORARI. Extends the time period for filing a response to an application for writ of certiorari with the supreme court from 15 days to 30 days.

RELATING TO MATERIAL WITNESS ORDERS. Allows the circuit court or family court to issue a material witness order in cases initiated through felony complaint, indictment, or information.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU. Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the career criminal prosecution unit.

RELATING TO APPROPRIATIONS TO THE OFFICE OF THE PROSECUTING ATTORNEY OF THE COUNTY OF HAWAII. Appropriates funds for the Big Island Juvenile Intake and Assessment Center of the Office of the Prosecuting Attorney of the County of Hawaii.

RELATING TO FIREARMS. Requires law enforcement agencies to be notified of the identity of a firearms permit applicant whose application is denied because of firearm prohibitions established under federal or state law.

MAKING AN APPROPRIATION TO THE HAWAII COUNTY OFFICE OF THE PROSECUTING ATTORNEY. Makes an appropriation to the Office of the Prosecuting Attorney of the County of Hawaii for the Career Criminal Prosecution Unit, including the hiring of necessary staff.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
