RELATING TO THE UNIFORM FAMILY LAW ARBITRATION ACT. Authorizes the use of arbitration to resolve certain family law and child-related disputes. Specifies law and procedures applicable to family law and child-related arbitrations. (HB1235 HD1)

RELATING TO ADMINISTRATIVE PROCEDURE. Allows state and county agencies to participate in the administrative procedure by including "agencies" within the definition of "persons" in section 91-1, Hawaii Revised Statutes. (HB1033 HD1)

RELATING TO LOBBYISTS. Clarifies the laws governing lobbyists by amending the definitions of "expenditure," "lobbyist," and "lobbying." Allows a former employer of a lobbyist to file a notice of termination of employment. Amends requirements for reports covering special sessions of the Legislature. Requires the posting of lobbyist registration statements on the State Ethics Commission's website within a reasonable time after filing and the posting shall remain on the website for at least four years. RELATING TO ETHICS. Increases fines for failures to timely file financial disclosure statements. Allows the State Ethics Commission to use in person service, electronic mail, or first-class mail to notify those individuals who fail to timely file their financial disclosure statements. Directs the Commission to publish the names of legislators, delegates to the constitutional convention, or certain employees who fail to file their financial disclosure statements by the statutory deadline. RELATING TO ETHICS. Increases administrative fines for ethics violations and for violations of the lobbyist law. Clarifies the assessment of fines in the context of a settlement agreement. Removes the intent of the respondent as an element of civil violations for chapter 97, HRS. (HB508 HD1)
