RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND DEFINITION OF "DEPENDENT-BENFICIARY". Amends the definition of "dependent-beneficiary" as used in chapter 87A, Hawaii Revised Statutes.

RELATING TO STAFF OF THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Converts most EUTF staff from exempt to civil service employees.

RELATING TO UNCLAIMED PROPERTY OF THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND. Adds a provision to section 87A-31, Hawaii Revised Statutes, that provides a means for the EUTF to void claims for reimbursement of medicare part B premiums or any other debt payable that total less than $500 and are older than ten years.

RELATING TO WORKERS' COMPENSATION. Stipulates that the auditor will contract with a suitable entity to conduct of study of closed claims in the workers' compensation system, that includes the study of processing time for closed claims. Extends the deadline for the study to 11/30/2018 and the deadline for the legislative report to twenty days prior to the regular session of 2019. Makes an appropriation for the study.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

RELATING TO CHILDREN. Authorizes the department of the attorney general to use up to $50,000 each year out of the criminal forfeiture fund for the Hawaii internet crimes against children program.

RELATING TO LEGAL SERVICES. Makes an appropriation to the judiciary to purchase civil legal services for low- and moderate-income persons.
