RELATING TO PUBLIC EMPLOYEES.

Requires public retiree contributions to the EUTF to be paid through withholdings of retirement benefit amounts from the ERS.  Beginning after January 1, 2018, requires the EUTF to authorize automatic electronic payments in lieu of withholdings.

RELATING TO RESPONSE TO WRIT FOR CERTIORARI.

Extends the time period for filing a response to an application for writ of certiorari with the supreme court from 15 days to 30 days.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE CONSTITUTION OF THE STATE OF HAWAII TO AMEND THE TIMEFRAME TO RENEW THE TERM OF OFFICE OF A JUSTICE OR JUDGE AND REQUIRE CONSENT OF THE SENATE FOR A JUSTICE OR JUDGE TO RENEW A TERM OF OFFICE.

Proposes a constitutional amendment to amend the timeframe to renew the term of office of a justice or judge and require consent of the senate for a justice or judge to renew a term of office.

PROPOSING AMENDMENTS TO THE CONSTITUTION OF THE STATE OF HAWAII TO AMEND THE MANNER IN WHICH JUSTICES AND JUDGES ARE APPOINTED, CONSENTED TO, AND RETAINED.

Proposes amendments to the Constitution of the State of Hawaii relating to the appointment and retention of justices and judges.  Authorizes the senate to approve or reject subsequent terms of office for justices and judges.  Changes the required time frames from thirty to ninety days for the process to appoint and consent to a justice or judge.  Harmonizes the senate consent procedures for district court judgeship nominees to mirror the senate consent procedures relating to supreme court justices and intermediate court of appeals and circuit court judges.

      Status & Testimony

RELATING TO RETIREMENT.

Provides that a member of the employees' retirement system who first earned credited service as a judge after June 30, 2017, and has at least twelve years of credited service and attained age sixty, or has at least twenty-five years of credited service and has attained age fifty-five is eligible to receive a pension after retirement.  Reduces the retirement allowance for a member who first earned credited service as a judge after June 30, 2017, to two per cent of the member's average final compensation, reduced for each month the member's age at the date of retirement is below age sixty.
